Local Gov IMS goes live at Burnley Council
We're proud to announce that Local Gov IMS is now live at Burnley Council, and would like to thank the teams at Burnley and partners Liberata and Arcus for supporting the project to this point.
Residents applying for selective licensing can now pay online through GOV.UK Pay, a modern, secure payment experience that meets the standards people expect from any digital service today.
A modern payment experience for Burnley residents
With Arcus and Local Gov IMS integrated with GOV.UK Pay, Burnley residents can now complete their licensing payments quickly and securely, on any device, without the friction that's long characterised council payment journeys.
Rob Dobson, Chief Operating Officer at Burnley Council, said:
"We're delighted to be adopting Local Gov IMS. Our customers increasingly expect the same smooth, fast and intuitive payment experience they receive from major online retailers. Local Gov IMS will help us deliver that. It will also help us deliver IT cost savings, without ever compromising the security standards expected of a modern council."

Built for councils, integrated with government infrastructure
GOV.UK Pay is the UK government's own payment platform and is already trusted by hundreds of public sector organisations. Local Gov IMS connects natively with GOV.UK Pay, giving councils a compliant, auditable payment channel without the burden of managing payment infrastructure themselves.
What comes next
For Burnley, selective licensing is just the start of the journey. Local Gov IMS and GOV.UK Pay will be rolled out across other service areas over the next 6-9 months to become the core payments and income management system.
This is significant milestone not just for the council, but as proof that a modern income management system built specifically for local government is ready to deliver. We'll be working closely with Burnley as they expand their use of the platform and embedding the lessons from this first live deployment into everything we build next.
If you're a local authority exploring how to modernise your income management and payment infrastructure, we'd welcome a conversation.
